Yes. Notification zones show in all COP+ sessions on that map until they are deleted.

Zones must be created inside a session, but they are not linked to it. Create a personal session just for setup, draw your zones, then delete the session: the zones stay on the map and stay monitored. If you later start an unrelated session, say for a pipeline burst, your wildfire notification zones still appear there.

Anyone with initiator or administrative access can edit them, in any session. The only way a zone disappears is deleting it, which removes it from every session at once.
